DESCRIPTION:In this talk I shall narrate our plans of building a new u
 nderground laboratory facility in southern India called India-based ne
 utrino observatory (INO). A 50 kilo-ton magnetised Iron CALorimeter (I
 CAL)is one of the first experiments proposed to be housed in this obse
 rvatory for the study of neutrino properties like mass hierarchy\, pre
 cision measurement of oscillation parameters etc. using the atmospheri
 c neutrinos. The details of this ICAL project and its present status w
 ill also be covered in this talk.
